Carlos Álvarez is a Peruvian politician and former governor of the Lima province. He was born in Chiclayo in 1950 and belonged to the Peruvian Aprista Party. He began his political career in the 1980s as a member of the Provincial Council of Lima. In 2002, Álvarez ran for governor of the Lima province and won in a landslide.
